Regarding the Balanced Budget Accountability Act requiring Congress pass a balanced budget – or members won’t get paid.

A budget is a guide and not set in stone. Inside budgets are emergency set asides for emergencies (not all will occur, some may be unforeseen) to cover maybe expenses. For the next 10 years while working for a balanced budget if there is no budget = no pay for any member of congress or the president. Not withheld pay until the end of congressional session, but forfeiture of ALL pay for that session.
